the leadership of yonli characterised innovation, promotion of fundamental values of burkinabé society (dialogue – tolerance - forgiveness) , efficiency.


implementation of global public administration reform (rgap)

when in september 1997, president blaise compaorÉ appointed yonli minister civil service, gave him formidable task of overseeing global public administration reform. following number of attempts @ reform, both social partners , members of national assembly, project had still not been completed in spite of government’s overwhelming majority in national assembly (101 mps out of 111). first challenge taken yonli. following start of aforementioned role in september 1997, go on organise national reform hearings in december of same year , secure adoption of 3 laws governing global public administration reform, of first session of national assembly in 1998.


institutionalisation of social dialogue

to further cement public administration reform, yonli implemented permanent consultation framework between trade union organisations , government. government-trade union meeting become institutionalised 2000 when yonli became burkinabé head of government. these annual meetings allow 2 sides examine on yearly basis negotiating platform of trade union organisations on 1 hand, , government actions aimed @ promotion , optimisation of reform’s content on other. institutionalisation of these meetings has helped reduce labour conflicts as possible, , instil trust between government , workers’ unions, both of have shored social stability pre-requisite harmonious development of nascent democracy.

on economic level, should noted under yonli government, economic growth went annual rate of between 3 , 4% rate ranging 7 9%.


decentralisation in burkina faso kick-started. result, process complete, , serves benchmark in sub-region. under yonli government, 13 regions created, making 4 provinces. furthermore guidelines decentralisation allowed number of communes changed 55 30, in order allow population appoint local authorities, led development of participatory democracy , development of local economies.

economic promotion of burkina faso overseas

in 2004, yonli undertook world tour promote burkina faso’s economic potential. objective of trip provide sufficient information on economic potential of country increase attractiveness investors.


with in mind, visited, accompanied business leaders:



april 2004: geneva, 50 businessmen.
october 2004: canada 80 businessmen. during visit heavily emphasised burkina faso’s gold mining potential.
april 2005: france, 70 businessmen.
september 2005: malaysia, again around 50 businessmen.

the significant results of came after visit canada. during visit major gold mines opened, including first gold mine in taparko (sanmatenga province). 2009, 6 gold mines operational, placing gold @ top of list of products exported country, ahead of cotton. currently, new mining code in process of being adopted, view striking balance between profits made miners, government , local populations.

since 2012, president of economic , social council, yonli has published various reports including:



a report on agriculture, highlighted need develop sector in burkina faso.
a second report on gold , need submit new mining code national assembly.
a third report on governance , distrust of public authority, solutions sustainable social stability.
