during summer of 1779 monarch attached channel fleet under sir charles hardy; in december 1 of squadron rodney sailed relief of gibraltar, , had prominent share in action off st. vincent on 16 january 1780. on returning england duncan quit monarch, , had no further command till after change of ministry in march 1782, when keppel became first lord of admiralty. appointed hms blenheim of 90 guns, , commanded during year in grand fleet under howe, @ relief of gibraltar in october, , encounter allied fleet off cape spartel. afterwards succeeded sir john jervis in command of foudroyant, , after peace commanded hms edgar guardship @ portsmouth 3 years. attained flag rank on 24 september 1787, became vice admiral 1 february 1793, , promoted admiral 1 june 1795. in february 1795 appointed commander-in-chief, north sea, , hoisted flag on board hms venerable.
