november 23–24 – travels vladivostok, soviet union; meets general secretary leonid brezhnev. 2 heads of state agree terms limit both nations equal aggregate number of various weapons, including strategic nuclear delivery vehicles (sndvs), intercontinental ballistic missiles (icbms), , submarine-launched ballistic missiles (slbms) fitted multiple independently targetable reentry vehicles (mirvs).
