after serving chief of station in central european capital 1998-2000, slick returned langley lead cia’s balkan operations. became executive assistant deputy director of central intelligence john mclaughlin. in 2004, moved national security council (nsc) director intelligence programs. in 2005, slick appointed special assistant president , nsc senior director intelligence programs , reform. in latter position, advisor on intelligence matters president , assistants president national security affairs, homeland security, , counterterrorism.
at nsc, slick chaired policy coordination committee on intelligence programs, leading administrative , interagency reviews of ongoing , proposed covert action programs , sensitive intelligence collection activities.
in 2016, slick participated in panel presentation sxsw
slick part of team led nsc counsel john bellinger , senior director intelligence programs david shedd supported development of administration response recommendations government reform put forward 9/11 commission. team lobbied enacted intelligence reform , terrorism prevention act of 2004 (the irtpa). slick led nsc staff review of recommendations silberman-robb commission regarding intelligence failures in connection pre-war assessments of iraq’s weapons of mass destruction. during white house assignment, slick advocated strong central leadership of intelligence community while preserving cia’s traditional roles in human intelligence, coordinating intelligence activities overseas, , conducting covert action directed president , supervised nsc.
during president bush’s second term, slick supported calls director of national intelligence mike mcconnell , president’s intelligence advisory board revise executive order 12333. order, issued president ronald reagan in 1981, served “charter” u.s. intelligence. many of terms became obsolete on passage of irtpa. slick led year-long process of interagency coordination of revised executive order 12333, president bush signed in july 2008.
after assisting transition of intelligence activities obama administration, slick returned cia in 2009. given four-year assignment chief of station , director of national intelligence’s representative in middle eastern capital. retired federal service in 2014.
in january 2015, slick named first director of intelligence studies project, sponsored jointly robert s. strauss center international security , law , clements center national security @ university of texas @ austin. appointed clinical professor @ university’s lyndon b. johnson school of public affairs @ same time.
