the area administered municipal corporation known municipal area. each municipal area divided territorial constituencies known wards. municipal corporation made of wards committee. each ward has 1 seat in wards committee. members elected wards committee on basis of adult franchise term of 5 years. these members known councillors or corporators. number of wards in municipal area determined population of city. seats reserved scheduled castes, scheduled tribes, backward classes , women.


a state can choose constitute additional committees carry functions of urban local governance, in addition wards committees. in addition councillors elected wards, legislature of state may choose make provisions representation of persons having special knowledge or experience in municipal administration, mps or mlas representing constituencies comprise wholly or partly municipal area, and/or commissioners of additional committees state may have constituted. if state legislature appoints person first category wards committee, individual not have right vote in meetings of municipal corporation, while mps, mlas , commissioners have right vote in meetings.
